Not sure, I'm unable to duplicate your opening it as "maximized". I'm guessing you right clicked on the blue box, then clicked on the maximize. When I right click, the maximize isn't highlighted and won't do anything. I'm guessing it does nothing in the normal use of ipicture.
If you right-click the icon before opening the program, select "Propoerties", and change the "Run" option to "Maximize" (instead of "Normal"), it opens full screen, with that text menu at right. Programmers didn't just put it there for the fun of it -- it must be for _something_.
I've worked out a deal with Oliver to act as the "honorary administrator" of this bulletin board to begin getting answers for people to questions like this that seemed to be going unanswered. So I took your question to the factory engineer and received this reply to my inquiry:
"he says It's for the engineer's development purpose to fix something or adjust the program as needed. Usually, users can't see It. Yet, having this screen showing won't affect the program."
